Your development needs a Specific Plan (SP) Application

Meet with your Councilmember

Specific Plan:

1. Pre‐application meeting with Metro Key Staff. CLICK HERE for Pre-Application Request Form.
2. Submit an SP application & Development Plan
   • CLICK HERE for Application Dates and Meeting Schedule.
   • CLICK HERE for procedures and submittal requirements.
3. Metro Historic Zoning Commission (MHZC) & Metro Development & Housing Agency (MDHA) Review and Action (Approximate Timeline: 1 month)
4. Plan review by appropriate Metro Departments
5. Planning department staff receives those reviews and makes a recommendation to the Planning Commission
6. Planning Commission hearing and vote ‐ Commission’s decision advises Council (Approximate Timeline: 2 months)
7. Councilmember sponsors a bill
8. 1st Reading a Council: Introduction (Approximate Timeline: 3 months)
9. 2nd Reading a Council: Public Hearing (Approximate Timeline: 4 months)
10. 3rd Reading a Council: Action (Approximate Timeline: 5 months)
11. Mayor signs bill, rezoning is complete (Approximate Timeline: 6 months)

Your development needs a Rezoning Application

Meet with your Councilmember

Rezoning Application*:

1. File a rezoning application with the planning department

2. Plan review by appropriate Metro Departments
3. Planning department staff receives those reviews and makes a recommendation to the Planning Commission
4. Planning Commission hearing and vote ‐ Commission’s decision advises Council (Approximate Timeline: 1 month)
5. Councilmember sponsors a bill
6. 1st Reading a Council: Introduction (Approximate Timeline: 2 months)
7. 2nd Reading a Council: Public Hearing (Approximate Timeline: 3 months)
8. 3rd Reading a Council: Action (Approximate Timeline: 4 months)
9. Mayor signs bill, rezoning is complete (Approximate Timeline: 4-5 months)

*It should be noted that a residential subdivision Concept Plan may be submitted, reviewed, and approved concurrently with a rezoning application. However, approval of a Concept Plan will only occur after the subject property’s rezoning application has been approved by the Metro Council and the Bill has been signed by the Mayor.

1. If a pre‐defined Metro land‐use meets your intended use then answer Yes.
2. If there is not a pre‐defined Metro land‐ use that meets your intended use then you may opt to go with a Specific Plan Zoning. A “Specific Plan District,” generally known as “SP” zoning, refers to a new type of base zoning district, not an overlay, which is not subject to traditional zoning districts’ development standards. Under SP zoning, design standards are established for that specific development and are written into the zone change ordinance. If this is the option you need then choose No.
